Mumbai---The MPJ’s Mira Bhayander unit organized a public awareness programme on “NATIONAL HEALTH MISSION” here on Sunday, 17^th January 2016. The basic objective of the programme was to disseminate important information about Government of India’s National Health Mission. Mr. Ravi Duggal addressed and detailed the gathering regarding vital provisions made under this dream project of the Government. Mr. Duggal is well known expert in the Health Activism field today. He is currently holding the position of “Country Coordinator of International Budgeting” with Jan Swasthy Abhiyan. He is a former Director of Cehat. While speaking on health policy of the Indian Government, he said that, UPA 1& UPA2 Governments increased health budget substantially from 0.8% GDP to 2% of GDP as developed nations spend 5-6% of GDP. But, he told the people attending the programme that, the present Centre’s NDA Government has cut the planned budget of 12th five year plan with the dilution of planning commission and NDA has left it on states.

He also informed people that, the Maharashtra Government spends only 0.5% of GDP on health, which comes to Rs. 700 per person only. While, the relatively weaker economies like Goa, Pondicherry, Mizoram and Sikkim spend Rs. 3000 per person. He urged government to increasing spending on health.

महाराष्ट्र के नांदेड़ ज़िले के घनी आबादी वाले क्षेत्र हैदर बाग़ में वर्ष २००८ में करोड़ों रूपये की लागत से १०० बिस्तर वाले एक अस्पताल भवन का निर्माण किया गया था! लगभग सात वर्ष गुज़र जाने के बावजूद यह अस्पताल कब चालू होगा, इसकी जानकारी किसी के पास नहीं है! यह भवन किसके अधीन है, इसकी भी जानकारी न तो नांदेड़ महानगरपालिका को है और न ही राज्य सरकार के अधीन स्वास्थ्य विभाग को!

दरअसल वर्षों से बन कर तैयार अस्पताल भवन में सरकार द्वारा चिकित्सकीय सुविधा उपलब्ध नहीं करा पाने से खिन्न और नगर के लोगों को दवा ईलाज के लिए दूर जाने में होने वाली परेशानियों से तंग आ चूकी जनता को अपने हक़ की आवाज़ बुलंद करने पर मजबूर होना पड़ा! प्रदेश में लोगों को उनके न्याय संगत अधिकार दिलाने के लिए गत दस वर्षों से कार्यरत मोव्मेंट फॉर पीस एंड जस्टिस फॉर वेलफेयर, महाराष्ट्र जो एक जन आन्दोलन है, ने इस अस्पताल के सम्बन्ध में जब सूचना के अधिकार के तहत सरकार से जानकारी मांगी, तब जा कर इस बात का खुलासा हुआ कि, स्वयं सरकारी एजेंसियां इस भवन के मालिकाना हक़ को ले कर भ्रम कि स्थिति है!

गौर तलब है कि, आर टी आई से प्राप्त जानकारी के मुताबिक़, इस ईमारत का निर्माण २००८ में पूरा हो चूका था तथा इस अस्पताल का क़ब्ज़ा नांदेड़ महा नगर पालिका द्वारा १३ जुलाई २०१० को डिस्ट्रिक्ट सिविल सर्जन को सौंप दिया गया था! क़ब्ज़ा मिलने के बाद भी राज्य सरकार यहाँ अस्पताल शुरू नहीं कर पायी, जो न केवल सरकारी तंत्र द्वारा जन हित के प्रति उदासीनता को दर्शाता है, बल्कि देश के लोगों की खून-पसीने की कमाई के करोंड़ों रूपये के व्यर्थ कर दिए जाने का मामला प्रकाश में आया है, जो बहुत ही खेद का विषय है!  यह भी एक खेदजनक विषय है कि, सिविल सर्जन इस बात को मान ने को तैयार ही नहीं है कि, इस अस्पताल का मालिकाना हक़ उनके पास है! इस बाबत एम् पी जे कि लड़ाई जारी है!

नागपुर : एम पी जे के एक मासीय “सब के लिए स्वास्थ्य” अभियान के तहत नागपुर शहर के कुल १२ में से ११ हेल्थ पोस्ट का सर्वेक्षण किया गया था तथा इसके बड़े ही निराशाजनक परिणाम देखने को मिले! इन हेल्थ पोस्ट में अनेक खामियां पायी गईं! इस सन्दर्भ में दिनांक ३०/११/२०१५ को नागपुर महा नगर पालिका उपायुक्त को एम् पी जे के एक शिष्ट मंडल द्वारा ज्ञापन प्रस्तुत करके हेल्थ पोस्ट में मौजूद खामियों से अवगत कराया गया ।

उपायुक्त महोदय ने स्वास्थ्य इंफ्रास्ट्रक्चर सम्बन्धी तमाम समस्याओं को हल करने का आश्वासन देने के साथ साथ आगामी दो महीनों के अन्दर शहर में कुल ५० नये हेल्थ पोस्ट कायम करने का भी आश्वासन दिया!  

आज मूव्मेंट फॉर पीस एंड जस्टिस, महाराष्ट्र कि अकोला इकाई ने ज़िले में बेहतर सेहत सम्बन्धी सुविधा उपलब्ध कराने हेतु धरना-प्रदर्शन का आयोजन किया! गौर तलब है कि, राज्य में अभी एम् पी जे  ने एक माह का सब के लिए स्वास्थ्य ड्राइव चलाया था, जिसके तहत राज्य स्तर पर सरकारी स्वास्थ्य सेवा का निरिक्षण एवं सर्वेक्षण किया गया! इन सेवाओं में जो कमी पायी गयी, उस से राज्य के उच्च  अधिकारीयों को अवगत कराया गया! इस सम्बन्ध में आम जन को भी उनके स्वास्थ्य सम्बंधित अधिकार एवं सरकारी व्यवस्था को ले कर जागृत करने का प्रयास किया गया! यह एक मास का अभियान तो समाप्त हो गया, किन्तु इस अभियान के दौरान जो सरकारी व्यवस्था में कमी पायी गयी, उसे ठीक करने के लिए राज्य के विभिन्न जगहों पर धरना-प्रदर्शन आयोजित किया जा रहा है! इसी क्रम में आज अकोला एवं नांदेड में इस प्रकार के आयोजन किये गए!

MPJ's one month long "Health for all" drive may have ended, but the zeal of MPJ activists to secure better health care services from the government can't be described in words. The MPJ activists are still busy with making their efforts to strengthen the public health delivery system across the state. The campaign was just a beginning and it seems that, this campaign will continue to work for a long time. In Nanded district, the MPJ activists are campaigning for the Haider Bagh Maternity centre. The local spokesperson of the MPJ said that, the health of this maternity home is deteriorating day by day. People are not getting the benefits from this maternity home, as government claims.

Latur: The Movement for Peace and Justice, Maharashtra has launched its one month long “Health for all” campaign with a view to strengthen the public health infrastructure in the state. While addressing a programme at Latur, MPJ State President, Muhammad Siraj told the gatherings that, our constitution mandates health as our basic right. But, people are not getting this right due to various reasons. There is a lack of awareness among us regarding such health facilities provisioned under various national and international health policies and programmes. Many of us are not aware of the Primary health services available to the people just stepping out of the home, he added.   

He informed people attending the programme that, the State government has formulated three tier

health infrastructures in the state. At lowest level, government has established Primary Health Centres and Sub-Centres in Rural areas, while in urban areas there are community health centres, municipal dispensaries, maternity homes and health posts. These health institution falls under primary health services. In Secondary Health Services, there are District, Sub-District, and Rural Hospitals, where the specialty services are provided at various hospitals.

The third level of health services is called tertiary Care Services. In tertiary care services, government makes available the Super Specialty Services to the people and these hospitals are located in big cities, where services like, Cardiology, Cardiovascular and cardiothoracic surgeries, Nephrology & Urology, Oncology and Chemotherapy etc; are provided to the people.

The Secretary General of the MPJ Afsar Usmani requested people to come forward to strengthen the existing health infrastructure, especially the primary health services in the state.
