एम् पी जे जनवरी 2018 में महाराष्ट्र राज्य में नगर राज बिल को लागू करने हेतु एक राज्यव्यापी अभियान चलाने जा रही है। ज्ञातव्य है कि, भारत सरकार ने देश के शहरी क्षेत्रों में ग़रीबी उन्मूलन एवं इंफ्रास्ट्रक्चर निर्माण हेतु कार्य करने के कई प्रयास किये। भारत सरकार ने संविधान में संशोधन कर के शहरी स्थानीय निकायों को मज़बूती प्रदान करने का काम किया।  देश में शहरी स्वशासी निकायों को संवैधानिक दर्जा प्रदान करने और इस में नागरिकों की सहभागिता को बढ़ाने की ग़र्ज़ से संविधान में एक संशोधन किया गया था, जो 74वाँ संशोधन अधिनियम-1992 कहलाता है और यह अधिनियम देश में दिनांक 1 जून, 1993 से प्रभावी है।

भारत सरकार ने देश के बड़े शहरों में विकास को गति प्रदान करने हेतु वर्ष 2005 में जवाहर लाल नेहरू राष्ट्रीय शहरी नवीकरण योजना (JNNURM) शुरू की। इस महत्वकांक्षी योजना के तहत केंद्र सरकार ने अरबों रूपए का बजट निर्धारित किया और राज्यों को स्थानीय स्वशासन निकायों में जनता की भागीदारी बढ़ाने के लिए नगर राज बिल का एक मॉडल ड्राफ्ट तैयार कर के भेजा और राज्य सरकारों को इस मॉडल बिल की तर्ज़ पर अपने अपने राज्य में लोक सहभागीता क़ानून बनाने हेतु प्रोत्साहित करने का काम किया। किन्तु इतने वर्ष बीतने के बाद भी न तो शहरों की हालत बदली और न ही जनता की भागीदारी बढ़ी।

महाराष्ट्र सरकार ने तो वर्ष 2009 में ही यह क़ानून विधानमंडल द्वारा पारित करा लिया, किन्तु न तो इसके लिए कोई गज़ट नोटिफिकेशन जारी किया गया और न ही इस अधिनियम को लागू करने हेतु कोई नियम बनाए गए। इसलिए यह बिल आज तक लागू ही नहीं हो पाया।

अब एम् पी जे राज्य में नगर राज बिल लागू करने हेतु जन आन्दोलन करने जा रही है। इस जन आन्दोलन से पूर्व इस विषय पर मुंबई में एम् पी जे पदाधिकारियों के क्षमता निर्माण हेतु दो दिवसीय वर्कशॉप का आयोजन किया गया। इस वर्कशॉप में प्रसिद्ध सामाजिक कार्यकर्त्ता, अन्तरराष्ट्रीय ट्रेनर, महिला राजसत्ता आन्दोलन  और रिसोर्स एंड सपोर्ट सेंटर फॉर डेवलपमेंट के निदेशक श्री भीम रासकर जी ने कलेक्टिव लीडरशिप पर मार्गदर्शन प्रदान किया।

संविधान जैसे अहम् विषय को प्रजासत्ताक आन्दोलन के श्री अमोल मदामे जी ने बहुत ही इंटरैक्टिव और दिलचस्प अंदाज़ में लोगों को समझाया। सहभागी लोकतंत्र पर श्री मुहम्मद अनीस ने अपने विचार रखे। श्री सिद्दीक़ कुरैशी साहब ने बहुत प्रेरक संबोधन के द्वारा एम् पी जे पदाधिकारियों को निस्वार्थ भाव से समाज सेवा करने हेतु अपना मार्गदर्शन दिया।

74वाँ संविधान संशोधन पर डॉक्टर केदार दीवान साहब ने प्रकाश डाला तथा शहरी स्वशासन व्यवस्था की विस्तृत जानकारी श्री सीताराम शेलार ने दी। नगर राज बिल पर सद्भावना संघ और नगर  राज बिल समर्थन मंच की संयोजक सुश्री वर्षा विद्या विलास ने मार्गदर्शन प्रदान किया।

औरंगाबाद : महाराष्ट्र की प्रतिष्टित जन आन्दोलन मूवमेंट फॉर पीस एंड जस्टिस ने अपने जिले और तालुका स्तर के अध्यक्षों की क्षमता विस्तार हेतु यहाँ गत शनिवार एवं रविवार को दो दिवसीय कार्यशाला का आयोजन किया! गौरतलब है कि यह संगठन महाराष्ट्र में राशन और स्वास्थ्य के क्षेत्र में उत्कृष्ट कार्य संपादन करने के लिए जानी जाती है। संगठन ने सामाजिक एक्टीविज़म मुद्दे पर अपने कैडर की क्षमता निर्माण के लिए इस दो दिवसीय प्रशिक्षण कार्यक्रम का आयोजन किया था! 

इस अवसर पर मूवमेंट फॉर पीस एंड जस्टिस, महाराष्ट्र के प्रदेश अध्यक्ष मुहम्मद सिराज ने संगठन के उद्देश्य पर विस्तृत चर्चा करते हुए बताया कि हमारा उद्देश्य समानता और न्याय पर आधारित एक आदर्श समाज की स्थापना करना है! उन्होंने कहा कि बाबा साहब अम्बेडकर ने भी कहा था कि अगर लोग अच्छे न हों तो दुनिया का सबसे अच्छा कानून भी लाभ नहीं पहुंचा सकता है, इसलिए हम वे अच्छे लोग बनकर सामाजिक सरोकारों के मुद्दों पर प्रदेश में एक महत्वपूर्ण और सार्थक बदलाव लाने के लिए काम करते रहेंगे! हम ने समाज में शांति और न्याय पर आधारित एक स्वस्थ समाज बनाने का जो सपना देखा उसे मूर्त रूप देने के लिए हमें एम पी जे को जन जन की वाणी बनाना होगा! इस सभा को संबोधित करते हुए संगठन के कार्यकारिणी के सदस्य मोहम्मद अनीस ने एम् पी जे को एक सफल जनांदोलन बनाने के लिए विस्तृत रोडमैप प्रस्तुत किया!

इस कार्यशाला में फ़ूड एक्टिविस्ट एडवोकेट सुभाष गाएकवाड ने राष्ट्रीय खाद्य सुरक्षा अधिनियम के विभिन्न पहलुओं पर प्रकाश डालते हुए सभी के लिए अनाज सुनिश्चित बनाने का लिए एमपी जे कार्यकर्ताओं का सफल मार्गदर्शन किया! इस प्रशिक्षण सत्र को शिक्षा, स्वास्थ्य, सांप्रदायिक सद्भाव, लोकतांत्रिक और संवैधानिक मूल्यों जैसे विभिन्न विषयों पर संबोधित करते हुए वक्ताओं ने एम् पी जे के लोगों को सामाजिक कल्याणकारी काम करने की प्रेरणा दी !

Mumbai: The MPJ, Maharashtra organized a leadership capacity building programme here on 9^th August, 2015. This programme was organized to train its cadres on the issue of health, as the organization prepares to launch a drive on health. The issue under discussion was Health infrastructure of the state. Ms. Indavi Tulpule a renowned social activist and leader of Shramik Mukti Sangathna addressed the training session and shared vital and very useful information regarding the state of health of the Maharashtra. Later, the executive committee of the MPJ decided to launch a 6 week long statewide health campaign from September 1, 2015. The objects of the campaign are to create awareness among common man to demand his/her rights of health available to them under various legal enactments and welfare schemes of the government of Maharashtra as well as Central Government and make a general survey of the government health facilities. The MPJ also resolved to strengthen the health infrastructure of the state especially PHC, as this is the point where preventive measures can be taken to avoid serious and fatal diseases. The members of the board unanimously declared that, there is urgent need to make the primary health infrastructure more functional and accountable.

While addressing the training session, Ms. Tulpule said that, the condition of government run hospitals is not very good. Several hospitals from PHC to district levels lack even basic infrastructure, prescribed by the central government under its various health policies and schemes. Our officials lack will power in implementing the health policies devised by the central government, she added.

Pune: The Movement for Peace & Justice organised a two day workshop of District and Taluka level Presidents  on 16th and 17th May, 2015. In this workshop various advocacy issues were discussed. The legal framework of right to education Act 2009 was taken up to train the cadres. Syed Gyasuddin of Jalna presented the mechanism of grievance redressal under the right to education act. The experts raised their concern over the present grievance redressal mechanism and voiced to strengthen the system and make it easy, so that an illiterate person can also get benefited. 

Apart from this, the health issues were also discussed. The participants were tried to engage in various activity based training on different socio-economic issues.
